Allow for teleportation of elements in Sinks

Extended Description
Proposal to add a "Teleportation Reference" to the TrafficAction "Sink". This should be a list of 1...n references to Sources. Each should have an additional attribute "delay" of type double.
Vehicles that are disappearing in a sink will (after the amount of time specified in delay has passed) reappear at a random source specified in the teleportation reference list.
Use cases for this would be the abstraction of tunnels, parking decks or garages.
