Clarification on ActivateControllerAction necessary

If a controller is defined under 'Entities'→ 'Controller' in a .xosc file, is this controller assumed to be active by default or must the controller be explicitly activated with a 'ActivateControllerAction'? Please check the consistency with all delivered examples.
