Deprecate AssignControllerAction

Let's discuss if we actually have a practical use-case for the AssignControllerAction. Normally controllers are assigned directly upon instantiation of entities (Entity section or in TrafficDefinition). So the AssignControllerAction might introduce flexibility which is not needed.
