Error State for Scenario Elements

In the project SETLevel the question was raised, whether OpenSCENARIO elements should have an error state?
The benefit would be:
- Actions actually can fail. Currently, this is might (or might not) happen, but possible failures cannot be communicated/represented.
- The scenario or perhaps the simulation engine can react to failures.
Additional context
Currently, OpenSCENARIO 1.1 elements can have the states running, complete and idle.
In OpenSCENARIO 2.0 actions and scenarios will have the ability to either fail or succeed.
