Implicit conversion in physical types

In 7.4.2.3 Arithmetic operators is stated that "Physical types are not converted."

Should an expression such as: 5m / 2 be allowed? In other words, should there be an implicit conversion from numerical types to a dimensionless physical unit? Such information is lacking in the standard.
