Integrate "Synchronize" Action into Actions Model

Currently, the "Synchronize" action is taken from OSC1.0 definitions and doesn't cover the wider approach that was envisioned for OSC 2.0. As discussed with @n.ochoa and @rhadar "Synchronize" should be introduced and described into the action model one level higher for that reason.
