Need "Static" Action in Domain Model (to define vehicles or people that have no activity)

Need "Static" Action in Domain Model (to define vehicles or people that have no activity specifically with respect to longitudinal activity.) ... but then we may suddenly start moving in the serial composition do to another action.

Complaint: Currently Domain Model is not expressive enough to be explicit about behavior.
