Re-add the TrafficAction "Jam"

Extended Description
Due to unclarities in the interpretation of the OSC 0.9.1 version of the element "Jam" in the TrafficAction, Ticket #4165 proposes to remove it for OSC 1.0.
However, this is a convenience function which many users might want to have access to, so we need to find a find to find a possiblity that accounts for as many use cases as possible while still remaining very clear in its specification.
Possible use cases that have been reported until now:

vehicles stopped completely vs. slow-moving vs. oscillating velocity

blocking a whole street vs. blocking a direction vs. blocking specific lanes

have all vehicles stay in their lane vs. driver models trying to switch lanes to go more quickly
-
definition of a corridor for emergency vehicles

definition of a vehicle "density"
Currently, it seems to be possible to have a complete stop or uniform velocity in one direction of a specified road with a given length composed of vehicles according to the TrafficDefinition. How this is going to be implemented in a simulation environment specifically has not been determined yet.
