Using the rate-based transition for a deceleration phase in a SpeedAction, it sounds also reasonable to specify the rate as positive value. Otherwise it would be necessary to know a priori if the phase describes an acceleration or deceleration. The official examples "SequentialEvents_0-100-0kph_Explicit" and "SequentialEvents_0-100-0kph_Implicit", however, defines a deceleration using a negative rate:
