Revise and combine action prerequisites, action requisites, and action settings in one place

Background

Currently, the OpenSCENARIO User Guide (v1.2) has two places in the text where very similar points are discussed, namely it is about prerequisites for Actions in the chapter 7.3 and the "Settings" column in the table "Action table" of the Annex A.
In fact, in both cases, almost the same things are discussed but maybe from slightly different view angles. I find it confusing and leading to misunderstanding.

Proposal

I propose:

  1. To revise the conceptual approach to terms "action prerequisites", "action requisites", and "action settings". Explain how those would relate to action goals and end conditions.
  2. To combine the outcome in one place in the document upon the revision completion. From my point of view, the most apt place would be the table in the Annex A.

Backward compatibility

Supported as it is about a refinement and explanation of elements already implemented in the standard.
