SynchronizeAction - missing proposed additions to User Guide is OK

In issue #258 (closed) it was decided to add an optional tolerance element to the SynchronizeAction. The info has been incorporated in the model. However there was also some descriptive text proposed for the User Guide, which has not been incorporated there.

However, I think that is fine. The description (in the issue) do get into a level of detail not aligned with the rest of User Guide (at this point). Also I think that the description can improve for 1.2. E.g. making sure it's aligned with the general concepts of calculating distance (3.4 Distances).

So, to conclude: Proposed text is missing, but it's OK. Let's keep it that way for 1.1. This issue is just to make sure it was not missed by accident.
