Fix cardinatlities in DynamicConstraints

In Dynamic Cardinalities the cardinatlities must be stricter in the next major release:

In general the use of dynamic contraint should be optional (as it is in Longitudinal/LateralDistanceAction) When using dynamic constraints, all the properties should be mandatory.
