TSC Request: Investigate if the "EBNF" can be normative

When the TSC during the Soring 2024 meeting approved the release of OpenSCENARIO DSL 2.1.0, the requested the next project to check if the "EBNF" can be normative. As a possible user is expecting that also the downloadable EBNF file is normative not only the grammar in the specification
